Before making an offer to purchase, you will want to meet with a loan officer and be certain you are able to qualify for a loan that will cover the purchase price.
Obtain a letter from the loan officer that states you are pre-approved ,and include a copy when submitting your purchase agreement.
The conditions that you need to decide when creating an offer to purchase include:

3. Closing Date
4. Possession
5. Need for Inspection and days needed to respond to seller
6. Property Tax payment
7. Title Insurance needed and who will pay for it
8. Survey
9. Items Included in sale
10. Other- state other conditions that you are requesting of the seller
